22 August, 2006
My dear Prime Minister,
I attach a copy of my letter of 5 June, 2006 to the Home Minister requesting him for a CBI inquiry in the Chhattisinghpura Massacre of 24 March, 2000, which has remained unacknowledged.
The Chhattisinghpura Massacre continues to agonise us all. But it remains as mystery as no proper inquiry has been held. Generally, the Kashmiri militants have avoided causing suffering to the small Sikh community in J&K. The local Sikh community in fact had told me, when I visited the place soon after the massacre, that they always had good relations with the Muslim neighbours and that though they are aware of the movements of militant elements in the area, they had now been touched.
This mystery needs to be cleared through investigation by the CBI or by a Commission of Inquiry headed by a retired Judge of the Supreme Court, assisted by its own investigation staff.
With kind regards,
Yours sincerely,
(SYED SHAHABUDDIN)
Dr. Manmohan Singh,
Prime Minister of India,
