AIMMM Guidelines for Secular Voters in U. P Assembly Election, 2007
Vote Only for Parties Which Support Reservation for Muslims and Urdu in Education.
Vote Unitedly and Massively for Strongest Secular Candidate to Defeat Anti-Secular Forces.
In Muslim Concentration Constituencies Vote for Most Winnable Muslim Candidates.
New Delhi,22 March, 2007: Shri Syed Shahabuddin, President of the All India Muslim Majlis-e-Mushawarat (AIMMM), has issued the following Statement:-
In the wake of the Sachar Committee Report, the major aspiration of the the Muslim community is its recognition as a Backward Class under Article 15 (4) of the Constitution with the provision of a separate sub-quota out of the OBC List. The second longstanding aspiration of the Urdu speaking community which is largely Muslim is instruction at the primary level through the medium of Urdu and compulsory teaching of Urdu at the secondary level to all students whose mother tongue is Urdu coupled with establishment of regular primary and secondary schools in all deprived areas under Sarva Shiksha Abhiyan.
General Guidelines: The AIMMM is of the view that in the coming U. P. election the Muslim voters should not vote for a party which does not support Reservation for Muslims and Urdu in School Education. In other words, the Muslim and Urdu speaking voters should vote only for those recognized secular parties which support their Constitutionally legitimate demands. The AIMMM is of the view that in the coming U. P. election the Muslim voters should not vote for a party which does not support Reservation for Muslims and Urdu in School Education. The AIMMM also emphases that subject to the above, the Muslim voters must;
(1) Exercise their right to vote as a national duty and vote unitedly and massively.
(2) Generally support the strongest candidate of any secular party in the constituency who is in a position to defeat the anti-secular candidates, irrespective of caste, religion or party.
Guidelines for Muslim Concentration Constituencies:Muslims have been consistently underrepresented in the U. P. Assembly. There are about 75 Muslim concentration constituencies in U. P. ,in which Muslim candidates are in a position to win if Muslims vote unitedly. In order to avoid division of Muslim votes, the AIMMM suggested to all recognized secular parties to set up common Muslim candidates in these constituencies Unfortunately they have paid no heed and they are contesting against each other in many places.

The AIMMM advises that in these constituencies,
(1)In case only one recognized secular party fields a Muslim candidate, this candidate should be unitedly and massively supported.
(2) In case more than one secular parties field Muslim candidates, the candidate with the highest winnability among them should be supported.

(3) In case no Muslim candidate has been fielded by a recognized secular party, the Muslim voters should vote for the strongest Muslim candidate of a recognized party or even independent.
